Depending on the PSU, most likely it is safer to buy a new one but if it's from someone you trust and the PSU isn't old or junkie then yeah a used one can be worth it.

The i7 is made to be a long lasting high performance cpu, the ryzen 3 1200 is made to be a starter/ beginner cpu that you can upgrade in the near future. Thats why the original msrp is much different. You're comparing high end hardware with a budget option. On top of that with the Zen you still have an upgrade path but with Z270 if you were to get a 7700K thats what you'd have to stick with or get a new mobo.

The Gtx 760 really does pack a punch. An example of this is where JERMgaming builds a cheap pc with a Gtx 760 in it with lower specs than your pc and destroys everything he throws at it.

Well my parents got me a dell windows xp. Every Time it turned on I got scared and from then had to have an adult comforting me because I was scared. The startup noise made me cry. sad music playing in background I was only 2yrs old. I've been scarred forever sheds tear.

Hey since you seem to have a pretty high budget I recommend changing the hard drive to another brand because Seagate has the highest failure rate of all hard drives.
