AMD Ryzen esp the APU work best with dual channel Memory.
bad idea to use the dead A320 chipset as there is no longer support for the board from AMD.

there have been known issue with crappy monitor cable have an internal short and shorts the PC causing restarts or no boot issue

the top slot sure will have the closest connection to the CPU
there is no performance difference between using the top slot or the middle slot esp when he only has one GPU. with that CPU he is using, he can go full SLi with 2 x16 lanes for the GPUs
as long he dont use the bottom slot which is an x8 wired x16 slot

the Z170 has support for the 7th Gen i Cores CPU
Ver 2.7 BIOS onwards supports the next gen CPU which means it supports the 7th Gen i Core i7-7700/k
also Z170 is already on the DDR4 platform, so i see no reason to buy new RAM
I have upgraded my buddy's Acer desktop from the i5 6500 to the i7 7700 as well and the mobo was a B150.

going the Treadripper route for your use case is kinda wasteful spending
if you are worried about not enough PCI-E lanes
I rather suggest you go for the X570 chipset
with the Ryzen 9 3950X and the X570 chipset board
you get a total of 40 PCI-E lanes, and even with 16 lanes used for the GPU, you still have 24 lanes for all the drives you can use.
Also PCI-E 4.0 is 2 times faster than 3.0 so even at half speed PCI-E 4.0 = speed of PCI-E 3.0
with the money saved from buying the expensive Treadripper platform, you can invest in the best RTX 2080Ti GPU
i think you might need to refer to the mobo manual
check to see if the NVME takes up the SATA ports
do you have another PC to test the HDD?
you might have shorted the HDD and SSDs
the i7 7700
swap the SATA cables around and see if the SSD can be detected
download the Acronis software
what NVME drive you got?
if its a Samsung NVME, the Samsung Magician software helps you clone the SATA SSD
other brands should have a software for cloning that you can download from their website
is your OS on another drive?
if i were you i will either clone the OS to the NVME drive
if not just do a clean new OS install
booting from NVME drives are blazing fast
this PC is a Gen 7 Intel, the board is a H270
check both sides SATA cable and the SATA power connectors
make sure they are plugged in fully
no gold fingers should be visible
check the plugs for the SSDs
go to your BIOS and choose the main boot SSD the first boot device where the OS is
make sure if any components have come loose, GPU might come loose when you were yanking out the old PSU cables out
clear CMOS by removing the battery
check all your ATX power supply plugs, see if they are fully installed
also check if you have forget any PCIE GPU plugs
tests have been done with SATA SSD vs NVME for game
the difference between them dont justify the extra cost of getting NVME.
the Crucial MX500 will do the job
if you can get the X470 board for cheap, yea by all means buy them
but i seeing little to no extra cost getting the X570 chipset
the tier list is still updating but you can already see which boards are good

look at the Reddit post on VRM quality mobo
there is no reason buying more expensive boards when a cheaper board could do the same job and has good quality VRMs
OP look at the list before committing on the board to buy.
B450 chipset is a great platform on a budget.
If you have money to burn then by all means buy X570
look up 24 Pin PSU to Dell power adapters on ebay
you will need to find a case and a PSU
but knowing Dell mobos uses special power cables, you will need to get adapters to convert the 24 pin ATX power to the special plug.
Also you may need to mod the cabling for the front panels and power switch

they are two completely different platform
you got 32 cores so why are you downgrading back to 16 cores?
6 core is fine if he just purely gaming but the next gen consoles are going 8 cores and 16 treads. it wont be long we see games needing 8 cores as well
basically almost future proofing instead of buying another CPU down the line next year
both B450 and X470 are good boards
I say get a decent B450
the 2700 is on discount to clear the stocks
why get the 6 core when you can get the 8 cores for the same price?
