If you're planning to get a GPU, aim for a Ryzen 5 1500X (4c8t) or 1600 (6c12t) as your CPU.

Poor frame rates in two well-optimized games with that hardware?

The only thing I can recommend is either doing an optimization of your OS so it doesn't run a bunch of pointless background processes while gaming or try doing a fresh install.

Slowest computer I've used was probably the first one I've owned. I don't even remember what model it was. It was some... thing with Windows 95 on it. It ran Tomb Raider 1 badly and crashed when I tried to print my homework.

Keep playing the game but monitor the performance with MSI Afterburner or otherwise. Also run some tests with other games to see if the problem continues.

You can also check the temperatures like the other user suggested.

Yes, the RX 570 performs better than the GTX 1050ti but the pricing is still ridiculous. A GTX 1060 3gb would be better than the GTX 1050 in your planned build.

(i3 6100 new in US$110. AUD$119 = US$92)

Seems pretty good. I'm planning to go Skylake too and get an i5 6500 or i7 6700 later.
