There won't be any noticeable difference (if at all) with the smaller amount of vram in terms of gaming performance. That is unless you're modding whatever game with some really heavy texture mods, then that's where you'll see some differences.

The Ryzen 5 3600 is an excellent choice for recording anything really. Of course there are better options, but they're more expensive
You should be able to record 1080p 60FPS video without a problem, on top of Minecraft running at 60+FPS as long as you have reasonable in game settings

The stock cooler will be sufficient enough for all forms of gaming.
You can even do small overclocks with it, but it'd be better just to let the CPU's turbo boost to handle that automatically

Another one I should have mentioned is to do the same for your graphics card, unplug it and pull it from the system, then reinsert it.
Another idea is would you have a different monitor to try it with?
Looking at my past notes here, it shows there could potentially be data corruption with your storage device. To test that as well, do you have a backup drive you can install an operating system on and try with that?

The only way that's really achievable is if the room temperature is 15 or less. Considering that's rather chilly, I doubt it
It's in fact dangerous if your CPU is cooler than the surrounding temperature because it will eventually create condensation
I made some changes that will better benefit you
I changed the single stick of 8GB 2666Mhz for 2x4GB set of 3000 Mhz memory. This way your memory will run in dual channel, which will have improved performance over single channel, and the faster speed will also show some performance gains.
The power supply. It's cheaper than the one you listed, but it's newer and will be pretty much the same as your original choice. The only real downside is that it's only semi modular, but that's a small price to pay for it being $30+ cheaper

can you give more info on the problem? Because that's a very vague statement. Like whats it doing/not doing?
Make sure you fully connected the power cables to the card
Make sure the video cable is plugged into the card and monitor
Make sure the monitor is also plugged in and powered on
You can also take the card out, and put it back in (This has been known to work)

I was almost dead silent in every class all year long because I had zero friends in any of those classes lol. I'm also not great at meeting new people.
