Dog won't hunt

Just built this computer (first timer), and this dog wont hunt. SATA1 SSD, SATA2 HHD, SATA3 DVD. All wired for power, Windows 10 DVD in drive. Powers up, looks pretty, but this dog wont hunt. Where do I begin to trouble shoot?

Ok. Powers up, looks pretty. What does 'pretty' mean? It goes into bios and then what.... it gives an error about no operating system? You are not saying anything about what the issue is so I'm going to guess that you are trying to install windows and it doesn't do that? Go into bios and check that your drives actually show. It don't matter one bit if they are plugged in and powered if they are not recgonized. Then tell it to boot from the dvd drive to get things started.

What do you mean by "dog won't hunt"? IS there a POST? Does the screen remain completely blank?

Try booting up with the drives unplugged and a single stick of RAM. You say it powers up, so I guess the 24-pin ATX cable is working. Check the CPU power cable.
