REBUILD DELL XPS 8920

I have a few of my old computer (XPS 8920's )PARTS which I bought from Costco in 2017 barely used but due to the transport, I lost most of the parts. I NEED your help to rebuild it.

What I have:

DELL-MotherBoard (IPKBL-VM) with i7 Chip in it.

SSD With OS.

HardDrive-

RAM(24 GB)

Radeon GPU

I have nothing other than the above mentioned including cables. My budget is less but my objective is to have this pc as my personal media server. Cheaper the better for me.

you will need to find a case and a PSU

but knowing Dell mobos uses special power cables, you will need to get adapters to convert the 24 pin ATX power to the special plug.

Also you may need to mod the cabling for the front panels and power switch

I searched online for this MOBO details but no luck. So I cannot rebuild? How do I know what kind of cables/adapters I need? Where can I buy them?

mobo does have a 24 pin so bought a thermalTake 600w and connected to the mobo.

It turns on only for few seconds and turns off. Am I missing something here? Here is what it looks like:
