i am starting to get into complex parallax mapping paired with intense lighting, and I am wondering at what temperature do i start worrying about the cpu/gpu. my max cpu temp 53C, my max gpu temp 64C

Different CPU's and GPUs thermal throttle at various temps. So it's going to matter what you have. Those temps, from what I've seen, are well below thermal throttle temps of Intel/AMD and Nvidia/AMD. Typically 80C+

what GPU? What CPU? What Cooling?

Those temps for whatever hardware you use in 2019 seem typical.
