Nvidia's new GTX1660 Ti, is a solid option for 1440p gaming. Offers more power then the 390x, so if you were happy with the 390x performance, the 1660ti is a solid option. Also comes in at under $300 also: https://pcpartpicker.com/products/video-card/#c=438&sort=price as you can see does very well, even on most games with settings cranked up: https://www.youtube.com/watch?v=lRkY53pwRCc

The RTX 2060 is also available within your budget, normally the $350-$400 region depending on model and offers around 10%-15% more performance on average according to hardware unboxed when looking at there gauntlet of games at 1440p over the GTX 1660Ti https://pcpartpicker.com/products/video-card/#sort=price&c=436 so may mean with a 1440p panel you can notch on a setting or two more and still get 60 FPS.
