If you really want to be on 9th gen Intel, you will need a Z390 motherboard or some way to update the BIOS on an older board. Also the 9700k is out of your budget.
2x8GB of RAM since 8GB is the bare minimum for gaming nowadays
1060 6GB since 1070 is slightly out of budget (new).
Different PSU, and I hope you realize you don’t have a case selected
SSD since it’s almost required for anything outside of a hardcore budget build
Cpu: You don't need/ have the budget for a i7, the 2600 is a great cpu for the money, with the motherboard future proofing any upgrades later on and it comes with a great cooler, overclocking supported.
Motherboard: Good for the price and is with the new second gen amd motherboards.
Ram: You really should try to get 16gb imo, i went from 8gb to 16gb and never looked back.
Storage: 1tb hard drive is standard for any build, the ssd is nice but does take the build a little over budget, you could always add one later, if storage capacity isn't very high you could look into getting a 500gb ssd instead of the hard drive and add more space later on if needed.
Gpu: 1070 is still very good for the money, this is one of the best 1070's and is only $10 more than the cheapest one, also is from Evga so that's nice.
Power supply: Used one in a build and a friends build, good for the money and as a little more wattage.
