Is it possible if I added a 750ti to run 2 versions of Windows 10 on the 1 rig at the same time. If so how. I would like this to dual boot with my current windows install. Would Proxmox be good (I dont want to use unraid as ltt did because it costs money.

You could host on Linux and use KVM and QEMU to create one virtual machine with the 750ti running on it since on Windows, you can't actually pass through the GPU to a vritual machine unless its a quadro. But its not a bad idea and its certainly possible. You may need more RAM though, enough for both VM's and the underlying Linux distro. Definitely more storage is required

And finally, yes, you could dual boot.

Yes, you could. Make sure you passthrough both GPUs then and also setup some sort of SSH server or such to get into the Linux system if you ever need to configure it.
