It's a bit over budget but it does come with an ssd. You can also wait and install the ssd later.

Ryzen is a way better choice, it features hyperthreading, guartanteed overclocks on every cpu, and has 6 cores. Things that the 7th gen intel processors dont have.

If you want intel, get coffee lake, also 6 cores, but no hyperthreading.

It's better. Also Intel is chaning sockets and you will need to purchase a new motherboard when you want to upgrade.
