A friend of mine has an aging Macbook Pro from 2011 that can't even open Illustrator anymore.

I'm trying to convince her that it's a better investment for her career and business to let me build a PC for her. She is looking to start a business and career in fashion design, as she has just graduated from college in that major. Ideally I'd want to build her something very quiet and small.

She mainly works out of illustrator and photoshop.

Thing is, I don't know jack about workstation PCs.

I'm open to all suggestions as I'd like to learn!

Budget: ~$1,200 though that may change as I'm not certain what her limit is, but if she's willing to buy another Mac, my guess is her budget can go up.

Monitor and keyboard will be needed, and it's important to factor in the cost of buying all the software.

I'm fairly certain these are the specs on her laptop, though I'm guessing from the top of my head.

Okay give me some time, making it now. One thing to note is that you won't need to worry so much about the CPU as the two are not CPU intensive. I'll try to do a white build as it'll probably be easier for her to transition from a MAC.

don't strain yourself too much on the theme or colors. ideally want this in a windowless case with sound dampening panels anyway.

I made a list myself and it wasn't too far off of what you put together. Though I went with a few different parts.

I'm going to be upgrading my personal rig to Pascal, so I could put one of my 970s in this rig and call it a day. Though I'm not sure she needs a gpu that powerful. Kind of hard to make that call honestly because I don't understand how much power she needs for what she does. She managed to get this far using ****** mac graphics..
