OBS and other streaming tools lower FPS to 30

Well,the title says most of it. OBS and FFsplit both lower it to 30 FPS in Division. I've looked at the settings in OBS and Division and could find what the problem might be.

And yes, I have a powerful enough build.

Turn off adaptive Vsync in your GPU control pane.

In the Nvidia control panel. Right click the desktop and click Nvidia control thing. It's in there.
