Turned out the PowerColor was having some major issues in Insurgency Sandstorm.
I ended up doing an RMA and am now waiting on newegg :(

corect build need some cable management zip them on the back of your motheboard put your drive in the bottom and remove the others to let air coming freely .

I tried to leave some slack for the SATA cables, but you're right I should probably clean it up some.
Had to RMA the PowerColor RX 580. Waiting on a refund/replacement now.
PowerColor is known to be pretty bad quality. I've had problems with it myself.
If you want a good AMD GPU - get Sapphire Nitro+ or XFX GTR/GTS.
